Summers - 1966, 1967, and 1968
Student engineer at Potomac Electric Power Company, Washington, D.C. Worked on survey crew, quality control for pipeline and cable construction projects, and project engineer on PEPCO's National Institute of Health substation in Bethesda, Maryland.

June 2, 1969 to January 3, 2002
Began career with U.S. Army Corps of Engineers in Corps Philadelphia District as a Junior Engineer in Training. Worked in all offices of the Philadelphia District rotating for various periods of time from every couple of weeks to 3 months.

December 1971 to July 1972
Transferred to Corps Baltimore District and worked in several field construction offices; Project Engineer-Dover AFB; Office Engineer - Harry Diamond Laboratory; Assistant Resident Engineer - Fort Meade, Md; Resident Engineer - Aberdeen-Edgewood Resident Engineer Office, Md; Assistant Area Engineer - Bay Area Office, Md; Project Engineer - New Army Walter Reed Hospital, Washington, DC.

July 1976 to January 2002
Transferred to Office of the Chief of Engineers, Directorate of Civil Works, Regulatory Branch in Washington D.C. Since 1982 Chief, Policy Development Section with primary responsibility for development of Corps Regulatory Program regulations and policy guidance, including the current Corps regulations at 33 CFR 320-331, the Corps Administrative Appeal Program and regulations, the nationwide permit program and the current nationwide permits, Corps history properties regulations, the Corps Regulatory Program training program and served as an instructor in that program, general guidance including many Regulatory Guidance Letters, the Tulloch Rule, US Coast and FHwA categorical exclusions for NWP 23, the Endangered Species biological opinion for NWP 29, guidance with USCG on regulating causeways on the north slope of Alaska, Essential Fish Habitat conditions on NWPs with the NMFS, the regulation for the definition of fill material, the regulation for the definition of dredged material, the beginnings of the development response to the SWANCC decision, and the Corps Federal Register Liaison Officer. 

I am generally recognized as the individual that has the most historical knowledge of the modern Corps Regulatory Program (i.e., post 1975). Also as the primary author of most Corps regulations and policy, I am also one of the most knowledgeable persons regarding that program.

January 3, 2002
Retired after 32 ½ years with the Corps of Engineers and 26 years in the Corps Regulatory Program with extensive historic and current knowledge of the Corps Regulatory Program.

January 3, 2002 to present
Work with clients and project proponents to resolve problems related to the Corps Regulatory Program and other environmental laws and issues, including obtaining permits from the Corps and related permits from other agencies.  Instructor  with Wetlands Training Institute for Federal Wetland/Waters Regulatory Policy and Nationwide Permits.
